Leadership Perspectives on AI and IoT Integration in Smart Campuses: A Systems-Level Review

Abstract

The proliferation of AI and IoT technology throughout higher education has led to the creation of "smart campuses,"
which are digitally-enabled environments that aim to improve both the efficiency of campus infrastructure, and both academic
engagements, and the overall wellness of students. Although there is an abundance of literature exploring the technological
advancements being implemented on campuses, there is an overwhelming lack of exploration surrounding the leadership roles that
exist to guide, govern and sustain those same implementations. This literature review will examine the perspective of leaders
regarding the implementation of AI and IoT technologies into smart campus ecosystems through an examination of decision making
related to institutional level decisions, digital governance and framework for implementing strategically. This literature review will
draw upon several case studies from around the world, including MIT, NTU, UCL, and IITs, to highlight the diverse leadership
models used to facilitate campus innovation - including institutional, operational, and distributed leadership, and the impact each
model has had on the campus. Additionally, this literature review will outline emergent collaborative methods that involve
academic, industry, and governmental partners in developing smart campuses. The analysis will identify areas of significant
literature gaps - including limited longitudinal studies, underrepresented low- and middle-income countries, and the need for
comparative, multi-campus research. Finally, this literature review will propose directions for future research to enable effective,
contextually relevant, and ethically responsible leadership in the development of smart campuses.
