Abstract

Indian ports are also shifting to a volatility based phase whereby clearance time, unequal container-dwell time and disproportional hinterland evacuation cycles are now institutionalizing bottlenecks to throughput efficiencies and strategic competitiveness. When India liberalizes its maritime accesses and becomes a participant in the global shipping arrangements, Indian ports are susceptible to nonlinear disturbances occurring due to bottlenecks in the customs and truck-turnaround, yard congestion, bunching of vessels, and friction in documentation cycles. The new stressors are high frequency shock propagating congestion events compared to the old congestion patterns which are founded on linear volume increments which increase dwell-time volatility, lengthening clearance queues, compressing the yard capacity and destabilizing berthing windows. The interdependence of these stress variables in this paper creates structural vulnerability of Indian port strategy in the modeling of clearance-time entropy, dwell-time spikes and propagation of operations bottlenecks in the ports customs, terminal operators, shipping lines and hinterland logistics. In the discussion, it is observed that though the delays in clearance cycles are slight, the delays add up in the vessel scheduling process, the container stacking process, and the gate process to trigger significant congestion spiral and loss of productivity. Further, the paper indicates that the Indian ports are susceptible to the risks of coupling where bottlenecks in time consumed by regulation, documentation asymmetry and mismatch of multimodal features add to the susceptibility of activity. The findings offer a stress-testing perspective as the reason behind the non-linear throughputtage losses, strategic uncertainty, and capacity stagnation amidst the ongoing expansion initiatives by the inability to clear delays and dwell volatility.
