Abstract

The study examines digital inequality across four areas: access and infrastructure, disparities in digital literacy, institutional support, and student engagement in underserved educational environments in both urban and rural settings. Based on qualitative interviews with school administrators, teachers, parents, and students, the research aims to explore experiences in the transition to online learning. Findings prove that unstable internet connectivity, along with limited access to personal devices, tends to hinder participation in digital classrooms. If devices are provided, shortages often force students to share their devices or even miss lessons completely. Gaps in digital literacy extend beyond the students to parents and educators; many of them struggle with the fundamental academic platform functions regardless of their familiarity with social media. Policy guidelines issued during the pandemic lacked practical execution support, which left most of the schools to navigate the adoption of technology independently. Leadership, as well as district-level capacity, evolved as key factors. For instance, the schools with strong institutional backing were modified effectively, whereas the under-resourced schools lagged behind. The engagement outcomes differed; the students with learning differences benefited from the flexible digital tools. However, many others felt isolated, mainly when platforms lacked accessibility features for people with disabilities or when their home environment did not get support from independent learning. This study underscores that bridging the digital divide needs holistic interventions. These include affordable and high-speed internet, adequate device allocation, and digital literacy programs for all the stakeholders, structured institutional support, along with an inclusive technological design.
