Abstract

To improve the administrative management system of social security and enhance the administrative management and service capabilities of social security, the "unified social insurance collection" policy emerged. To understand the implementation effect of "unified social insurance collection" and the problems faced during the policy promotion, this paper takes two enterprises as the research objects and analyzes the implementation situation of "unified social insurance collection" in Baotou City through field interviews, literature research and case studies. The results show that the unified social insurance model effectively solves the problems existing in the traditional "five insurances collected separately", such as low participation rate, significant disparity in insurance types, and selective participation. However, there are still many problems in the current process of unified social insurance collection in Baotou City, such as low efficiency of information transmission among departments, poor data sharing and interaction, blurred departmental rights and responsibilities, and weak willingness for departmental communication. Therefore, based on the theory of collaborative governance and the SFIC model, we propose specific optimization paths to improve the collection management level of social insurance fees.
