A Controlled Line-Level Override Framework For High-Volatility Supply Environments

Oracle Fusion Order Management (OFOM) provides a rule-based backlog allocation mechanism designed to optimize fulfillment under constrained supply conditions [1], [2]. However, in high-volatility supply environments, deterministic allocation logic may produce concentration bias, revenue timing distortion, and contractual imbalance when businesses require controlled distribution across multiple demand sources [3], [4]. This paper introduces the Controlled Allocation Override Framework (CAOF) — a governance-driven extension architecture enabling structured, auditable, and scalable line-level allocation overrides without modifying Oracle Fusion’s core allocation engine. The framework introduces the Allocation Distribution Index (ADI) to quantify fairness and supply dispersion stability. Simulation across constrained multi-order scenarios demonstrates: •31–45% reduction in allocation concentration risk •18% improvement in early revenue realization •22% reduction in manual intervention overhead The framework enhances Oracle Fusion OM while preserving upgrade safety and enterprise compliance requirements [1], [5].
