POLYCENTRIC GOVERNANCE OF COMMUNAL-BASED GREEN ECONOMIC DEVELOPMENT IN JAYAPURA DISTRICT

Abstract

This study aims to analyze the polycentric governance of communal-based green economic development in Jayapura Regency based on Jayapura Regent Regulation Number 5 of 2021. The study used a qualitative approach with a single case study design. Data were obtained through observation and policy documentation, then analyzed using the interactive model of Miles, Huberman, and Saldaña, which includes data condensation, data presentation, and drawing and verifying conclusions. The results show that development governance involves various centers of authority, namely the regional government, regional apparatus organizations, village governments, traditional village governments, Ondoafi, Customary Councils, farmer groups, fishermen groups, non-governmental organizations, and universities. Regent Regulation Number 5 of 2021 has become a formal basis for cross-sectoral coordination through Musrenbang (Regional Development Planning Forum), coordination meetings, discussion forums, public consultations, the submission of aspirations, joint decisions, memorandums of understanding, cooperation agreements, and the Regional Government Coordination Team. However, implementation is still dominated by a sectoral and bureaucratic approach, so that the authority of customary institutions has not been equally integrated in development planning, decision-making, implementation, monitoring, and evaluation. This research proposes an Integrated Polycentric Governance model that integrates local governments, village governments, customary village governments, and Ondoafi through joint planning mechanisms, shared performance indicators, and cross-authority coordination forums. This model maintains the autonomy of each center of authority while strengthening coordination, collaboration, and conflict resolution in the management of customary rights, natural resource protection, and community-based green economic development. This research contributes to the development of polycentric governance theory in the context of indigenous communities and provides policy recommendations for strengthening sustainable development governance in Papua.
