Research aimed to conduct a theoretical study on impact of using big data analytics as an artificial intelligence tool on effectiveness of digital transformation in Iraqi Ministry of Trade. To achieve this objective, researcher presented a theoretical framework for big data analytics as an AI tool and effectiveness of digital transformation in three chapters. Research indicated that managing and analyzing big data faces several fundamental obstacles, including: poor data quality, its enormous volume and rapid flow, diversity and multiplicity of data sources and formats, security risks and privacy issues, as well as high costs and a shortage of specialized human resources. Artificial intelligence technologies also face numerous challenges, including: data bias, privacy and security concerns, enormous energy consumption, its potential impact on labor market, and a lack of transparency in decision-making and strict regulations. Digital transformation also faces several challenges, including: employee resistance to change, a shortage of digital skills and human resources, complexity and weakness of technological infrastructure, security and cyber threats, in addition to high financial costs and lack of a clear strategic vision in some institutions. Research concluded that integration of big data, artificial intelligence, and digital transformation empowers organizations to make accurate and rapid decisions. This convergence transforms raw data into intelligent insights, accelerates modernization of processes and services, and enhances efficiency and innovation in digital work environment. Human and analytical skills are most influential and powerful factors in achieving high-quality digital public services; real-time communication and exchange are essential, and data technology infrastructure had a significant positive impact on increasing operational efficiency, reducing time, and streamlining supply chains.
