Abstract

This study focuses on identifying factors influencing the quality of middle-level management personnel at the Vietnam Coal and Mineral Industry Group (VMC) in the context of the coal and mineral industry's ongoing innovation in management, mechanization, automation, and technological transformation. Based on human capital theory, competency-based approaches, and strategic human resource management, the study proposes six groups of factors: individual human capital; selection and placement; training and development; evaluation and compensation; organizational support and empowerment; and adaptability to technological transformation. The research results show that all six groups of factors play a positive role in the quality of middle-level management personnel, with training and development, adaptability to technological transformation, and individual human capital being the most prominent. Based on this, the study proposes several policy implications focusing on improving the training system, developing management capabilities, enhancing technological adaptability, innovating recruitment and placement processes, improving evaluation and compensation mechanisms, and strengthening appropriate decentralization. The research results contribute to supplementing the scientific basis for developing a middle management team to meet the requirements of innovation and sustainable development of the Group in the new phase.
