Democratizing Digital Ecosystems: The Role of Scalable Cloud Platforms in Global Software Accessibility

Abstract

Approximately 2.6 billion people remain without internet access as of 2023, and cloud adoption failure rates among organizations in developing economies persist independently of regional connectivity investment. This article argues that this failure is structural, not incidental: scalability and accessibility are coupled at the platform architecture layer, and the design decisions that determine a cloud platform's elasticity are the same decisions that determine its accessibility to resource-constrained adopters. Three architectural levers are identified as the operative mechanism of this coupling  -  multi-tenant resource partitioning, edge-distributed service topology, and API abstraction with cost-tiered access  -  and each lever is analyzed as a distinct solution to a distinct structural exclusion mechanism. A platform that implements all three is architecturally accessible; a platform that fails any one systematically excludes the populations it nominally serves. The analysis integrates a systematic review of recent cloud architecture, edge computing, and technology adoption literature with implementation evidence from DARSy, an enterprise distributed certification platform deployed at production scale across multiple geographic regions. DARSy instantiated each lever under live operational conditions, providing empirical verification of the three-lever framework's practical executability. The central contribution is to establish accessibility as a first-class architectural property of cloud platforms, placing it alongside scalability and security as a design criterion that must be specified, measured, and governed  -  not assumed.
