Abstract

Cloud migration disappointments are frequently diagnosed as technical failures when their actual cause is architectural: lift-and-shift relocates application code into a cloud environment while leaving intact the assumptions that made sense on dedicated, on-premises hardware and do not hold in an elastic, distributed, consumption-priced environment. Drawing on direct experience leading on-premises-to-Azure modernization across audit and compliance systems, telecommunications infrastructure, and government case-management platforms, this article presents a five-assumption diagnostic framework -- covering failure normalcy, network cost and reliability, data-ownership boundaries, elastic scaling, and cost as an architectural property -- together with a practical sequencing model built around the Strangler Fig pattern, and an organizational dimension showing that service boundaries must become team boundaries for a migration to succeed. This is a qualitative, practitioner case-based analysis; no proprietary performance datasets are reported, and this scope is stated explicitly rather than implied. A seven-item pre-migration checklist operationalizes the framework for architects and engineering leaders planning or mid-flight on a migration. The central claim is that lift-and-shift is a legitimate first step but a poor final destination: migrations that revisit these five assumptions consistently realize the reliability and cost outcomes their original business case promised, while those that move the code without moving the thinking do not.
